DRIVE was created to take a regional approach to economic development in the Susquehanna Valley. The commissioners of Columbia, Montour, Northumberland, Snyder, and Union Counties formed DRIVE as a council of governments to provide professional staff for project management as well as
create a forum for communication and coordination of economic development activity.
