Area Business Updates

54 Pennsylvania counties have now returned to the "green phase", including Columbia and Montour.  We'd encourage you to continue supporting local businesses during this time, and please review some of the updates we've received lately from many of our partner businesses. Please note that this information is constantly evolving, so please be sure to check with each business prior to traveling to ensure you have the most current details.

- UPDATE FROM THE GOVERNOR'S OFFICE -

Update from 6/22

Gov. Wolf announced 12 more counties will go green on June 26. These counties include Berks, Bucks, Chester, Delaware, Erie, Lackawanna, Lancaster, Lehigh, Montgomery, Northampton, Philadelphia and Susquehanna.

    • Philadelphia County met the criteria and will move to the state’s green phase on June 26; however, local officials will maintain some additional restrictions until July 3.
    • The only county that remains in yellow after June 26 is Lebanon County.

Pennsylvania is utilizing a three-phase matrix to determine when counties and/or regions are ready to begin easing some restrictions on work, congregate settings, and social interactions. View Governor's Wolf's phased reopening plan for Pennsylvania. View the and contact tracing plans.

Elementary and secondary schools in the state’s yellow and green phases may resume in-person instruction and activities beginning July 1 under a phased reopening approach. Postsecondary institutions and adult basic education programs, effective June 5, to begin in-person instruction immediately following the development of a health and safety plan outlining strategies for safe operations. View the preliminary reopening guidance.

Businesses in the Commonwealth that are permitted to conduct in-person operations during the disaster emergency must take precautions to protect their employees, their employees’ families, and their communities as a whole. View the business guidance and business FAQ.

It is important that as many people as possible wear a nonmedical or homemade mask when leaving their homes. View instructions for how to make a homemade mask

- General - ATV Trails Now Open

In order to provide new opportunities for recreation and reduce opening weekend crowding, All-Terrain Vehicle (ATV) trails in state forests have opened early. ATV riders are reminded that riding is permitted only on designated trails, not state forest roads, state parks or state game lands.

General - New Guidance Available for Recreational Sports to Resume Professional, recreational, collegiate, high school and youth sports can now resume statewide under new guidance that was announced last week. The guidance includes screening and monitoring coaches and players for COVID-19 symptoms, bringing individual drinks instead of using water coolers or fixed water fountains, avoiding handshakes and other unnecessary contact, not sharing equipment whenever possible, limiting spectators and developing a plan of action if a coach, athlete or official is diagnosed with the virus. The U.S. Centers for Disease Control has also released specific guidance for youth sports organizations, including recommendations to maintain a healthy environment, assess risks and promote practices to reduce the spread of COVID-19. Information Available for Reopening Museums and Historical Societies The Pennsylvania Historical and Museum Commission recently created a new webpage to share advice for museums, historical societies and preservation organizations that are beginning to reopen after closures related to COVID-19. The new webpage includes health and safety guidance, funding resources and more.

- General - Pennsylvania Fishing Season Open Immediately as of April 7

PENNSYLVANIA TROUT FISHING SEASON NOW OPEN
HARRISBURG, PA – Effective 8:00 a.m. on Tuesday, April 7, 2020, the Pennsylvania Fish and Boat Commission (PFBC), in consultation with the Office of the Governor, Pennsylvania Department of Health, and Pennsylvania Department of Conservation and Natural Resources (DCNR) opened the statewide 2020 trout season. This measure allows properly licensed anglers and youth to begin fishing for and harvesting trout. All regulations, sizes, and creel limits apply.

Anglers and boaters must abide by social distancing guidelines provided by the Centers for Disease Control (CDC) and Governor Tom Wolf’s Stay-at-Home Order regarding COVID-19. “We realize that this announcement is another disruption to tradition, but it is in the best interest of public health and safety,” said Tim Schaeffer, PFBC Executive Director. “We have already seen that anglers and boaters across the Commonwealth are willing to adapt their behavior to include social distancing, and we ask everyone to follow their lead while enjoying outdoor activities during this challenging time. The trout we have been stocking have had time to spread out, and so should you.”

Bloomsburg Theatre Ensemble

Announcement released 7/9

As have many other performing arts organizations in the United States, we have carefully reviewed what is now known about the safety of indoor public performance while the threat of COVID-19 remains. Based on that review, we have decided that it would be irresponsible for BTE to resume production and performances this fall.  As of today, it is our intention to present a play, circumstances permitting, in mid-January. The show we have in mind is a popular, charming, widely-produced work that celebrates the resilience of the human spirit in a way that we hope will be a balm in troubled times. Because negotiations are underway, I can’t reveal the title just yet. Look for a detailed announcement about our 2021 plans sometime before Thanksgiving.

Please be assured that we will not be inviting patrons back to the Alvina Krause Theatre until we are confident that we can do so in a way that mitigates risk in accord with the best advice from public health experts.
If, in January, it is not possible to present a show in a way that ensures a reasonable degree of safety for our artists and audience, we won’t do so. Finally, let me say how much all of us at BTE miss all of our patrons.  We are all very much looking forward to getting back to the business of making live theatre and re-engaging our audience in the creative dialogue we began in 1978. Thank you for your continued interest and support.  See you in January!

Safety Steps We are Taking

• We will have 2 hand washing stations at the market complete with soap, water, paper towels, sanitizing wipes and tissues.
• All tables will be sanitized prior to the start of the market.

Montour Preserve & Other MARC Managed Sites

MONTOUR PRESERVE VISITORS' CENTER TO REOPEN SATURDAY, 5/30

The Montour Preserve Visitors' Center will reopen to the public tomorrow - Saturday, May 30. Hours will be Monday - Saturday, 8am - 4pm, for so long as Montour County remains in the green phase of Pennsylvania's COVID-19 restrictions.

MARC asks that no more than ten visitors enter the building at one time. Though many of the center's exhibits were designed to encourage touching and button pushing, MARC asks parents (and everyone) to limit the number of surfaces that are touched and wash hands with soap and hand sanitizer as soon as possible after exiting the center. Restrooms will be open with safety precautions in place.

All MARC-managed sites in Montour County, including the Hess Recreation Area, Hopewell Park, North Branch Canal Trail, & Montour Preserve, all trails, parking lots and other features remain open except the Montour Preserve visitors' center.

MARC is pleased to announce that the Hess Recreation Area skatepark will reopen to limited use on Friday, May 8, at 8:00 AM.

4/29 Update: LAKE CHILLISQUAQUE TO REOPEN TO BOATING ON FRIDAY, MAY 1
MARC staff and volunteers today placed the Lake Chillisquaque fishing pier and dock for the 2020 season. Lake Chillisquaque will reopen to boating at 8 AM on Friday, May 1. Boaters and anglers are reminded that the Heron Cove boat launch parking lot is open 24 hours per day from May 1 - March 14. Night fishing is allowed on Lake Chillisquaque so long as boaters have the proper lighting and safety equipment as required by PA Fish & Boat Commission regulations. Night fishing from shore along the Heron Cove picnic area is allowed, but anglers are reminded that the Goose Cove picnic area and the dam are closed to all use after dark.

The Heron Cove and Goose Cove picnic area restrooms remain open for public use, but the Montour Preserve Visitors' Center remains closed until further notice. Boaters and anglers are reminded to follow social distancing guidelines.

This year's Chilli Challenge, scheduled for October 10, has been cancelled and will not be rescheduled for 2020.
This year's Montour 24 Endurance Runs have also been cancelled and will not be rescheduled for 2020.

When you go out to play, whether in your own backyard or at your favorite park or trail, MARC encourages you to follow these guidelines:

1. If you’re sick or you know you’ve been in contact with someone who is sick, please stay home.
2. Take hand sanitizer with you and make sure you, your family, and friends use it regularly.
3. If an area looks busy, go elsewhere. During the COVID-19 outbreak, ’peopley’ is bad!
4. When you get there, stay at least six feet away from others and avoid playing in groups. If someone else is close enough to touch with your hiking pole, bike, or fishing rod, they’re too close!
5. Resist the urge to stop and socialize with others you may see when you're out. Parents, please stress this to your children if they are out without you.
6. Give as much room as possible on the trail when passing others. Step off the trail to make room when possible and when doing so will not damage sensitive natural areas along the trail.
7. Avoid touching your face, eyes, and nose and use your elbow to cover your nose and mouth when coughing or sneezing.
8. Avoid touching water fountains, door handles, playground features, tables, and other park features. If you touched it, you can bet many other people did too before you!
9. Use the restroom before you leave home. Nearly all park restrooms are closed.
10. Bring your own reusable water bottle. Doing so will avoid waste and the need to touch water fountains.

Monday, May 4 from the owner: Following Governor Wolf's press conference last Friday, it appears Montour County retail businesses will be permitted to open to the public on a limited basis on Friday, May 8. While my shop is rather small and full of antiques, social distancing should be no problem. I can easily limit the number of people in the shop at one time, and porch or sidewalk pick-up is always an easy option. Regardless of the state guidelines, I will require that customers wear a face mask for shop entry.

The U.S. Treasury Department and the Internal Revenue Service have begun delivering economic impact payments to most Americans as part of the federal government’s response to COVID-19. Although no action is needed from most taxpayers in order to receive the refund, some seniors and low-income individuals who do not file tax returns may need to take action to receive the money. The IRS recently launched a new Get My Payment tool that allows people to check on the status of these payments and determine whether additional information is needed. More information is also available at www.IRS.gov/coronavirus.
Website visitors are reminded to avoid common scams that criminals use to get access to their personal information. More information on the tactics criminals use to steal personal data is available here. Additional tools and information on economic impact payments are available here.

FREE OUTDOOR COMMUNITY INTERNET AT BLOOMSBURG PUBLIC LIBRARY Free WiFi 24/7 in park setting or in your car Bloomsburg, PA, May 20, 2020 – The outdoor area around the Bloomsburg Public Library is now a Community Hotspot that provides 24/7 access to the Internet. In partnership with Information Technology Disaster Resource Center (ITDRC), the Library will open its free WiFi service beyond the building. The Library invites the public use the Internet from the Library Lot or benches along Pine Street. Free WiFi attracts thousands of users to the Library each year and hundreds of users borrow mobile hotspots from the Library. However, the coronavirus crisis put a stop to these popular services since the Library was required to close in mid-March 2020. With a new outdoor access point donated by ITDRC, the Library will be able to extend its free WiFi network beyond the interior of the building to the outdoor area. Signs on the lawn provide the name of the network – Homework Hub. There is no password. “Closing the digital divide and providing 24/7 free public Wi-Fi in downtown Bloomsburg is essential during the transition from stay-at-home restrictions to the time when the library can again welcome visitors inside the building,” said Library Director, Lydia Kegler. Access to the Library’s free WiFi network will remain open even after the community returns to normal activities under the Green Phase. “We are excited to provide ongoing support for our community and their need for free, safe access to the Internet in the evening and on weekends. Despite the fact that many students and individuals in our area have Internet-enabled devices, many cannot afford the monthly Internet access fees,” added Kegler. The Town of Bloomsburg made available several benches for people to stop at the library and enjoy the mini-park setting outside the library. During the Yellow Phase of the coronavirus crisis, the Library Director, Lydia Kegler, urges all visitors to maintain social distancing, whether they enjoy a bench or stay in their car. About Bloomsburg Public Library The BPL is a community center for learning, the exchange of ideas, free entertainment and sparking curiosity in Downtown Bloomsburg. During the COVID-19 pandemic, the library provides free access to thousands of e-books, e-audiobooks, digital magazines, and learning resources to library users.
